Reflections: culture and tourism, together
from the site of Giovanna Melandri
A deafening silence has characterized the recent election campaign, the theme of Cultural Heritage of the treasures that Italy has very little has been said.
Among the rare items to talk about it, the lover of Giovanna Melandri.
"The last five years have been really horrible pearl Italian culture," said Giovanna Melandri.
Yet, the "industry" has been shown to grow more than many others, the 900 billion lire from a guaranteed bonus game of Lotto (now diverted elsewhere) meant 17 000 units of additional work, the "thirst" art and culture in Italy, is manifested in a thousand diverse ways.
Instead, Melandri rightly notes, "In 2005, the seven regions that have them use it have only 18 percent of European funds, and of € 1.876 billion in 2001, the money not spent, that is, the unspent balances in 2005 increased to 2.523 million, a record figure, "continues the former minister.
same time, however, was born Arcus, a company commissioned by the Cultural Heritage and the Minister of Infrastructure, much more rich in funds, which duplicates the functions of the Ministry, but without being subjected to its mission and scientific tasks.
Meanwhile, the funds to run the ministries or museums, in the last three years have been more than halved.
But then, is a disaster?
"Absolutely. It is not clear that, instead, we need a strong ministry, but slim, which is able to communicate with the regions and local authorities, associations and individuals, the business community. Today should be put in motion the construction of the restorations, however, based on large programs, we need to think more art venues, museums and more. And you have to combine everything with tourism. " Melandri
This part of the proposal is the most discussed.
It 's true tourism provides approximately 1% percent of GDP and employs at least three million people, and in the field, we are losing speed compared the rest of Europe. Small businesses and hotels, tour operators' lack of competitiveness, costs, sometimes too high for the indefinite standard, including VAT saltier than in other countries, and the few private investment are among the causes of a lack of development. But the proposal to merge the cultural heritage tourism also does not satisfy everyone.
Some note that the crisis at the Ministry of Culture started when it took to care of Sports and Entertainment (cultural heritage is something overlooked: minister prefers to deal with any of the performing arts, or the problems of doping, instead of arches & columns); aggregation and Tourism, could put even more at risk the fragility of the same cultural heritage. But
are matters of detail is very strong and documented the complaint of the situation, which defines Melandri 'unbearable' very clear and organic remedies are proposed, "and very little time remains, because putting them into practice, we can avoid a real failure, "he concludes, the usually combative, the former minister.

DECLARATION ON CULTURAL CHANGE CODE
from the site of Giovanna Melandri :
"This is good news that the government has finally agreed to amend the Code of the most dangerous part of the cultural heritage and landscape. Overall, however, Feedback on the Code still remains negative, because it still represents a loosening showy protection rules.
The most important result is without doubt that the cancellation under the shameful silence gives consent, which in the past five years has been constantly running the risk that the State svendesse public goods of high historical value, artistic and cultural pride of our country, mortifying the role of the Ministry of Heritage and Culture. Today, the government had to undo, and only partially, the general approach that has characterized his initiative for the entire term.
This code change is primarily the result of tenacious and stubborn battles of protection associations, as well as the parliamentary opposition, which denounced tirelessly the dangers of silence gives consent, and the solution that has been reached today was torn with effort and Cesarini area in a government that has literally abused our historical and artistic heritage. "

Blogs that innovate the 'information web
The total number of blogs has doubled in the last five months.
According to search engine Technorati, created 75 thousand new sites each day.
According to recent studies by Technorati, a real benchmark for bloggers, the so-called blogosphere is growing at a staggering pace. "The information coming from the blog has a volume 60 times greater than that of just three years ago," said David Sifry, CEO of Technorati.
"The attitude towards the blog has changed," Sifry suggests, "because all the indications are that the maintenance of a space of expression has become, at least for many users, "an habitual and settled."
The exponential growth in the number of blogs in any case indicates a definite trend: the plurality of information is becoming less a mirage, thanks to an offer of heterogeneous sources, viewpoints and interpretations ever.

Open source in the cultural uses of the Internet in 2005
The use of open source software can permit, especially for small cultural institutions or to free-lance professionals in the sector and save on licensing and the possible spread of the program for educational purposes and disclosed.
main objective of those working in the field of cultural heritage is indeed to provide greater access to capital, and the use of open source software goes well with this philosophy.
In this vein, the Ministry of Innovation and Technology has issued the directive of December 19, 2003 " Development and use of software by public administrations " (Official Gazette of February 7, 2004), with which you invite the government to "take account of oversupply in the market for a new mode of development and dissemination of computer programs, called" open source "or" open source ". The inclusion of this new type of offer within the technical solutions to choose from, helping to broaden the range of opportunities and possible solutions, within a framework of equilibrium, pluralism and open competition. " The objective of this initiative is to promote interoperability between different systems of public administration and to ensure that computer systems are dependent on a single supplier or a single proprietary technology.

Noncommercial: You can use the work only if no one gets money.
No Derivative Works: You can use the work only if it is not altered or transformed beyond the uses permitted by copyright law.
ShareAlike : you can transform the resulting work only if one is available under the same terms of the original.
53 million of works on the Internet are linked to Creative Commons licenses. Many people are embracing the concept. But perhaps this is something dangerous? Or revolutionary? Or does not make sense? Licenses are insanely popular? Can be really useful to write about cultural heritage or enhance them?

No one can use that work without the express written permission, except as defined for the use permitted under the law (copyright).
